There would be nothing morally wrong with just passing a law that says "all profits in excess of $10 million must be reinvested in the company or used in other deductible investments".
Such would be using the threat of force to coerce a group of individuals to do something that is within their rights not to do. i.e. it would not violate rights to have $11 million in profits thus it is immoral to prohibit it. The use of force for any reason other than protecting rights is immoral, see society based on volition.
